Evaluet OG was founded in 2022 and its founding partners brought together over two decades of experience in civil society, government, and international organizations in multiple countries and regions. its three founders bring together rich and diverse expertise to the service of those partners who are interested in sharp and useful advice rather than platitudes, in making a difference, rather than muddling through. Our advice aims to tangibly improve lives, through affirming and protecting the rights. In the past two years, several of our old partners entrusted Evaluet with finding answers to their questions.

Evaluation of Team Europe Approach
Global strategic evaluation of the European Union’s Team Europe Approach, particularly Team Europe Initiatives, joint and coordinated programming and delivery, synergies in political and policy dialogue, and public diplomacy. Evaluet experts focus on Latin America and the enlargement region. In cooperation with Particip GmbH.

Evaluation of Finnish support for democracy, rule of law and human rights
The evaluation is solicited by the Ministry for Foreign Affairs of Funland. It covers the implementation of MFAs' support for democracy and the rule of law globally, from 2014 to 2024. The evaluation team will assess the achievements and challenges in the result area “Peaceful democratic societies” using the Ministry's policy documents as a starting point, and offer evidence-based recommendations on future directions for Finland to consider. Done in partnership with GOPA Worldwide Consultants.
Backstopping of SECO-WE and Swiss Development Cooperation Monitoring & Evaluation Systems 2025-2028
Aiming to boost further the implementation of the 2021 Evaluation Policy, the State Secretariat for Economic Affairs (SECO) and Swiss Development Cooperation (SDC) have contracted Evaluet OG, in partnership with GOPA, to provide methodological support for high-quality impact or ex-post evaluations, support evidence-informed programming, and assist in the preparation of independent thematic evaluations.
Strategic Evaluation of Enterprise Risk Management Policy in World Food Programme
Global, organizational, and strategic policy evaluation of the WFP program with eleven country case studies (Ghana, Dominican Republic, Kenya, Malawi, Armenia, CAR, Colombia, Pakistan, Ukraine, Somalia, and Zimbabwe. Evaluation of the worth of the mechanisms, tools, and capacities deployed to support the policy, results, and impact of its implementation, as well as underpinning factors for successes and failures. It is a theory-based evaluation with a mixed-methods design, heavily relying on quantitative data analysis, AI components (coding and textual analysis), and quantitative data visualization. Done in collaboration with Landell Mills.
Review of FAO Regional Priority Programmes
Theory-based evaluation of the FAO regional programs in Europe and Central Asia, covering the areas of nutrition/food security, smallholders, climate change, resilience, biodiversity, and agri-food systems. The key focus is on the private sector and socio-economic inclusion of women and vulnerable groups: women farmers, national minorities, farmers affected by poverty, farmers, and communities in remote or climate change-affected locations.
Implementation Context Analysis of Public Administration Reform Program
The continuous assessment of the politico-economic context of the comprehensive, multi-year public administration reform program with a focus on areas of strategic planning, civil service reform, and service delivery in Georgia. Done for the benefit of UNDP and UKAID since 2022, the project will be completed in 2025.

Mid-term review of UNODC Gender Equality and Empowerment of Women Strategy
A global review of the Strategy and its gender transformative results achieved through UNODC programmatic work globally. Field case studies are to take place in Mexico, the West Africa region (Regional Office Dakar), the South-East Asia Region (Regional Office Bangkok), and the Central Asia Region (Regional Office). It is a theory-based evaluation, which uses contribution analysis and outcome harvesting.
Strategic Evaluation of EU DG NEAR support to Public Administration Reform
The evaluation covers EU East and South Neighbourhoods and enlargement regions. It reviews EU support for public administration reform elements of decentralization, public finance management, anti-corruption, civil service reform, and service delivery. The evaluation uses mixed methods design and multi-layered case studies. Done in cooperation with ADE, it is to be completed in 2025.
Strategic Evaluation of the Bêkou Trust Fund for Central African Republic
Evaluet provided quality assurance and methodological advice to the evaluation team during the evaluation of the EU-EU Member States’ Trust Fund in support of CAR, from the angles of results and of the Trust Fund as an instrument to leverage support. Done in collaboration with Particip GmbH.
Strategic Evaluation of EU Support to Roma Inclusion in IPA Beneficiary Countries
The evaluation covered the EU cost- and no-cost actions in six countries of the Western Balkans and Türkiye through three thematic case studies and participatory data collection from global to community levels. This theory-based evaluation used contribution analysis, multi-layered sampling with thematic case studies (employment and economic inclusion, housing and social inclusion, education), and outcome harvesting. Done in collaboration with Particip GmbH and to be completed in 2025.
Meta-Evaluation of FAO Evaluation Function
The evaluation looked into the Food and Agriculture Organization (FAO) evaluation function, products, evaluation quality assurance standards and processes, and knowledge management. The evaluation team analyzed the evaluation function's contribution to the FAO mandate. The meta-evaluation benefited the FAO governing body and Director General, with fieldwork in Ghana, Chile, Thailand, Hungary, and Jordan. Methodologically, contribution analysis, mixed-methods design, multi-layered case studies, and inclusive approach from global to community levels were used. Done in collaboration with Lattanzio KIBS in 2023-2024.

Strategic Evaluation of EU External Action Financial Instruments
Evaluation of strategic, programming, and implementation processes and results of the EU’s past and current external action instruments; evaluation of package value of approximately 400+ billion EUR. Theory-based evaluation with multi-layered and modular sampling/case studies, mixed methods approach, and global survey. Done in 2023 and completed in 2024, in collaboration with Particip GmbH.
Strategic Evaluation of OSCE Gender Action Plan
.Evaluation of gender mainstreaming, gender targeting, and ensuring gender equality and gender balance organization-wide in programming, implementation, and organizational development. The thematic focus was on women, peace, and security, as well as women’s engagement in economic and environmental security and governance. It was a theory-based evaluation using contribution analysis and outcome harvesting.
External Evaluation of Eurimages Fund/Council of Europe
Established in 1989, the Eurimages Fund aims to stimulate independent cinematography and cultural exchanges within Europe and beyond, thus contributing to more inclusive and peaceful societies. The evaluation, done in December 2022-June 2023 looked into the results of the recently implemented reforms of the decision-making and governance processes, and provided recommendations.
Evaluation of New Dawn Film Fund
New Dawn is an innovative public film fund promoting inclusiveness in creative arts. The evaluation focuses on the effectiveness of its dissemination, proposal review and funding work and will provide recommendations to improve these processes.
Framework Contract: Congress of Local and Regional Authorities of the Council of Europe
Evaluet experts will support the Congress in implementing activities aiming at enhancing the quality of local and regional democracy in member states and neighboring regions by providing capacity development, participating in policymaking, and shaping legal frameworks.
Analysis of the results of the internal survey on sexual harrassment in the workplace. OSCE Mission to Kosovo.
The experts looked at the data, both quantitative and qualitative, coming from the “Safe Space Survey” conducted in 2019 and analyzed the responses to develop the understanding of the dynamics and suggest concrete interventions to adjust the internal processes and regulations to set and maintain zero-tolerance policy on sexual harassment.
2022
Strategic cluster Evaluation of UNODC Anti-corruption Portfolio in Mexico
The evaluation focused on anti-corruption work that has been done since 2015 in a federal context. It was a theory-based thematic evaluation of a sizeable multi-donor portfolio with Federal, State, and Municipal level data collection and analysis. Done mostly in 2022, the reporting was completed in 2023.
Mid-Term Evaluation of the EU Gender Action Plan III (2021-2025)
The strategic evaluation offered an independent, evidence-based assessment of the contribution of EU external action to Gender Equality and Women's Empowerment, including achieved results in line with the objectives of the GAP III. The objective was to draw lessons and provide recommendations which are to inform the EU programming process to improve the implementation of future EU external action.
